Those who are concerned with the preparation, design and construction supervision of highway and bridge projects are considered in this paper. Attention is drawn to data deficiencies concerning manpower in this field. It is suggested that the profession should establish a data base and should be involved with and influence manpower quantity as well as quality. After examining in principle the time-resource relationship in tasks, trends in costs of scheme preparation are considered. Considerable cost increases per unit output are demonstrated. Employment and deployment of highway engineering manpower are then discussed, in the context of the current shortfall of work. Join the conversation about this journal

SJR
The SJR is a size-independent prestige indicator that ranks journals by their 'average prestige per article'. It is based on the idea that 'all citations are not created equal'. SJR is a measure of scientific influence of journals that accounts for both the number of citations received by a journal and the importance or prestige of the journals where such citations come from
It measures the scientific influence of the average article in a journal, it expresses how central to the global scientific discussion an average article of the journal is.
